Update - April 2021

The Public Hearing for the Yarra River - Bulleen Precinct Advisory Committee (Advisory Committee) concluded on 1 March 2021. The Advisory Committee Report has been submitted in accordance with the Terms of Reference.

All submissions will be removed from this webpage three months after the Advisory Committee submits its report.

Introduction

The Department of Environment, Land, Water and Planning has prepared an updated (2020) consultation draft of the Yarra River - Bulleen Precinct Land Use Framework Plan. The draft plan recommends future land uses and connections for a section of the Yarra River encompassing parts of Bulleen, Heidelberg and Lower Templestowe.

While the 2020 consultation draft is largely the same as the 2019 draft, important updates have been made to reflect the impacts and status of the North East Link, amended plans for the Yarra Valley Country Club site and the findings of the Bulleen-Banyule Flats Cultural Values Study undertaken by the Traditional Owners for the study area - the Wurundjeri Woi Wurrung people.

Consistent with the 2019 draft, the 2020 consultation draft recommends:

  • a continuous open space connection on the eastern (Manningham) side of the river
  • new pedestrian and cycling links, better connection to the river and improved north-south access
  • new pedestrian and cycling bridges across the river with stronger physical connections to the Heidelberg activity centre
  • an expanded cultural precinct - building on the Heide Museum of Modern Art - and places for new cultural facilities
  • delivery of new open space, recreation and conservation areas, ecological connections and revegetation
  • investigation of road network and access improvements, including the widening of Templestowe Road.

An updated draft Planning Scheme Amendment to the Manningham Planning Scheme (C125mann) and Development Plan for private development at the Yarra Valley Country Club has also been prepared and referred to the Committee.

Yarra River - Bulleen Precinct Advisory Committee

The Minister for Planning has appointed an Advisory Committee to provide strategic and statutory planning advice on the draft Framework Plan and associated draft Planning Scheme Amendment. The work of the Advisory Committee is guided by its Terms of Reference (and the two later Addendums to the Terms), which you can find in the Document Library on the right hand side of this page.

May – June 2019 Exhibition and Submissions

In May 2019, an invitation was extended for the public to make a submission to the Advisory Committee over a 20 day business period on any or all parts of the 2019 draft Framework Plan and Planning Scheme Amendments. Submissions closed on Friday 7 June 2019.

August - September 2020 Exhibition and Submissions

The updated 2020 consultation draft Framework Plan and updated draft Planning Scheme Amendment and Development Plan for the Yarra Valley Country Club were on public exhibition for 20 business days between Monday 31 August and 5.00pm on Friday 25 September 2020.

Public Briefing

A public briefing was held on Wednesday 29 May 2019 at the Manningham Function Centre to present an overview of the proposals and information on the Advisory Committee process.

Directions Hearing

The Advisory Committee held a Directions Hearing by video conference on Wednesday 14 October 2020.

Public Hearing

The Hearing was conducted by video conference between Monday 18 January and Monday 1 March 2021 across 17 days.

The purpose of the Hearing was to give people an opportunity to speak in support of their written submission.

Report

The Advisory Committee is required to submit its written recommendations to the Minister for Planning as soon as practicable but no later than 30 business days from the completion of the Hearing (mid April 2021).

You should not include any other personal information in the submission, such as email and phone details, unless that information can be made publicly available. This Privacy Collection Statement relates to all submissions collected in relation to the Yarra River – Bulleen Precinct Advisory Committee (“the Advisory Committee”). Planning Panels Victoria (PPV) is providing administrative services to the Advisory Committee.

PPV is part of the Department of Environment, Land, Water and Planning and submissions will be managed in accordance with the Department’s Information Privacy Policy. The Department’s Information Privacy Policy is online at https://www2.delwp.vic.gov.au/doing-business-with-us/information-privacy.

Use of your submission

Your submission has been collected by the Advisory Committee for the purpose of helping to develop its advice to the Minister for Planning in accordance with the Terms of Reference.

Natural justice to participants and transparency are important parts of the Advisory Committee process. In meeting its legislative requirements and complying with the Terms of Reference, the Advisory Committee may do the following with your submission:

  • Publish a copy of your submission, in its entirety, on the Department of Environment, Land, Water and Planning website, Engage Victoria website or other Victorian Government website as required
  • Provide a copy of your submission to the Department of Environment, Land, Water and Planning, Local Councils, Government Agencies and other parties (submitters) to the process
  • Provide a copy of your personal contact details to the Department of Environment, Land, Water and Planning if needed for notification of Ministerial decisions
  • Display a copy of your submission in the Planning Panels Victoria Office
  • Display a copy of your submission at relevant Local Council, Local Library or Government Offices as appropriate
  • If a Public Hearing is to be held, display a copy of your submission in the Hearing room.

Publication of your personal information on the Internet

The Advisory Committee Report will be published on the internet and may include:

  • The name of the submitter
  • The submitter’s name and address as required.
  • Direct quotes from some of the submission

Planning Panels Victoria will remove your submission from the web pages that it controls within three months after the Advisory Committee has reported. Planning Panels Victoria cannot guarantee that your submission will be removed from external web pages outside its control.

Hearing of submissions

If a Hearing is required it may be held face to face, via telephone conference or via video link or a combination of these. You should be aware the Advisory Committee may:

  • broadcast submissions and proceedings live on the internet
  • record submissions and proceedings
  • make the recording available on request to submitters and parties to the Hearing and third parties
  • publish the recording on the Department of Environment, Land, Water and Planning website, Engage Victoria website or other Victorian Government website
  • use your phone contact details to contact you during a telephone/video hearing as is necessary.

The Advisory Committee will direct that parties do not record online hearings or use them for any other purpose. However, the Advisory Committee is unable to guarantee that third parties will not be recording online Hearings, and the use of any such recordings outside the hearing context cannot be regulated by the Advisory Committee.

All participants are reminded that during the Advisory Committee process, the privacy of others should be respected and to refrain from the defamation of others.

After the Inquiry and Advisory Committee has reported

After the Advisory Committee has reported to the Minister for Planning your submission will be removed from all public display within three months.

Your original submission and any additional material provided to the Advisory Committee will be held at Planning Panels Victoria for two years and then sent to the Public Records Office of Victoria. All additional copies of the submission and other material held by Planning Panels Victoria will be securely destroyed.
