In enacting a key action of the Yarra River Action Plan 2017, The Department of Environment, Land, Water and Planning has prepared a draft Framework Plan for the Yarra River - Bulleen Precinct. The draft plan recommends future land uses and connections for a section of the Yarra River encompassing parts of Bulleen, Heidelberg, and Lower Templestowe.

Key features of the draft plan are:

  • a continuous open space connection on the eastern (Manningham) side of the river
  • new pedestrian and cycling links, providing better connection to the river and improved north-south access
  • new pedestrian and cycling bridges across the river with stronger physical connections to the Heidelberg town centre
  • an expanded cultural precinct - building on the Heide Museum of Modern Art - and places for new cultural facilities
  • delivery of new open space, recreation and conservation areas
  • new places for ecological connection and revegetation
  • investigation of road access improvements, including the future widening of Templestowe Road.

Draft Amendments to the Manningham Planning Scheme have also been prepared and referred to the Committee. These relate to specific sites within the Precinct, at the Bulleen Drive-In site and the Yarra Valley Country Club.

Yarra River - Bulleen Precinct Advisory Committee

The Minister for Planning has appointed an Advisory Committee to provide strategic and statutory planning advice on the the draft Framework Plan and associated draft Planning Scheme Amendments. The work of the Advisory Committee is guided by its Terms of Reference, which you can find in the Document Folder on the right hand side of this page.

Exhibition and submissions

You are invited to make a submission to the Advisory Committee on any or all parts of the draft Framework Plan and Planning Scheme Amendments. Submissions may address any matter the submitter considers relevant, including whether the proposal is supported or objected to or if an alternative development, use or planning control is preferred.

Submissions are invited over a 20 day business period.

Public Briefing

A public briefing will be held at 2.00pm on Wednesday 29 May 2019 at the Manningham Function Centre (699 Doncaster Road, Doncaster).

The purpose of the briefing will be to present an overview of the proposals and information on the Advisory Committee process.

Directions Hearing

A Directions Hearing will be held at Planning Panels Victoria, located at Ground Floor, 1 Spring Street, Melbourne. The Directions Hearing date will be confirmed on this page after the close of submissions (7 June).

You should attend the Directions Hearing if you:

  • are new to the Panel process or wish to participate in the Hearing
  • have questions about the Panel process or wish to raise procedural issues.

Public Hearing

The Public Hearing dates will be confirmed at the Directions Hearing. A timetable for the Hearing will be produced after the Directions Hearing.

The purpose of the Public Hearing is to give people an opportunity to speak in support of their written submission. The Hearing is open for anyone to attend.


The Advisory Committee is required to submit its written recommendations to the Minister for Planning as soon as practicable but no later than 30 business days from the completion of its Public Hearing
