Overview

The Essential Services Commission regulates the pricing of water services for consumers within Victoria.

Western Water has submitted a pricing proposal for the period 1 July 2020 to 30 June 2023, and the commission is reviewing this submission. As part of our review, we will seek feedback from customers and stakeholders of Western Water at multiple points throughout the price review process to inform our decision-making process.

The commission is conducting this review under a new pricing framework, which:

  • promotes better value and outcomes for Victorian water customers, and
  • requires water businesses to undertake meaningful customer engagement to inform their price submissions.

The commission will then determine service levels as well as the maximum prices Western Water can charge.

The commission is now consulting on the draft decision on Western Water prices until Thursday, 30 April 2020.

For Western Water customers, this review directly affects the price they pay and the services they receive for the next three years from 1 July 2020.

Key facts from our draft decision

The commission has released its draft decision after reviewing Western Water's price submission that set out its proposed prices and key outcomes for customers.

We have not accepted Western Water's proposals for:

  • operating and capital expenditure forecasts
  • water consumption and demand forecasts
  • charges for new customer contributions
  • proposed tariff structures and prices

We do not consider Western Water has provided adequate justification for these proposals.

We do not consider Western Water’s price submission met the requirements set out in our guidance for a ‘Standard’ PREMO rating under our new pricing framework. We have not assigned an overall PREMO rating in our draft decision, and we have lowered Western Water’s return on equity rate.

Western Water’s response to our draft decision will need to take into account our proposed changes to its forecasts to establish a new revenue requirement. It will also need to address the matters raised in our draft decision, and propose tariff structures and prices that satisfy the requirements set out in our guidance.
