The Essential Services Commission regulates Victoria’s energy, water and transport sectors, and administer the Fair Go Rates system. Our water team regulates the pricing of water services for consumers within Victoria.

In 2016, we introduced a ground-breaking pricing framework that helps promote better value and outcomes for water customers. The new approach required water businesses to undertake meaningful customer engagement to inform their price submissions.

As part of this process, in September 2017 water businesses sent us submissions on their proposed prices and key outcomes.Price submissions were informed by an unprecedented level of customer engagement by the water sector. In total, the 17 water corporations heard the views of over 150,000 customers on water services, prices and investment. They learned what was important to their customers and this helped to ensure that the price submissions were more highly informed by customer views than ever before.

We assessed proposals against a legal framework established by the Victorian Government. We sought feedback from customers at multiple points throughout the price review process to inform our decision-making process. We thank you for your contributions and feedback during the price review consultation period.

We have completed our review of the prices that 17 Victorian water businesses proposed to charge from 1 July 2018. Our determinations set out the prices from 1 July 2018 to 30 June 2023, except for:

  • North East Water: 1 July 2018 to 30 June 2026
  • South Gippsland Water and Western Water: 1 July 2018 to 30 June 2020.
