Overview

The Department of Environment, Land, Water and Planning (DELWP) is considering the introduction of a Specific Controls Overlay to protect existing state significant water and power infrastructure in the southeast of Melbourne in Casey, Cardinia and Bass Coast Shires. The Overlay intends to:

  • Protect the existing underground and above ground infrastructure from development that may compromise the structural integrity, asset life of the infrastructure and/or adversely affect the maintenance, operation or accessibility of the infrastructure.
  • Provide a clear and timely process for planning approvals and changes in land use.

The Overlay would provide councils, landowners, and other stakeholders with greater clarity, earlier on in the strategic and statutory planning process, particularly those considering urban development activities within the vicinity of the Overlay area.

Purpose

The purpose of this engagement is to inform directly impacted stakeholders and the broader public of the project objectives, purpose and process, and get their feedback on any real or perceived impacts of the Overlay as it relates to their property. It is intended to support a broader program of engagement and to inform a decision on the introduction of the Specific Controls Overlay.
