Pricing, as part of a suite of policy tools, is a key enabler for government to support better ways of delivering services.
The Department of Premier and Cabinet is leading the development of a Social Services Pricing Framework (the pricing framework) which aims to bring consistency and transparency to the way we purchase services, and better meet the need for flexible, person and family-centred services.
Recent social and justice services reviews and reform initiatives in Victoria, including the Royal Commission into Family Violence, the Roadmap for Reform: Strong Families, Safe Children and Youth Justice Review and Strategy: meeting needs and reducing offending, have called for more integrated, person and family-centred services and improvements to the way government purchases services.
The attached consultation paper outlines a proposed pricing framework and is your opportunity to provide feedback to inform the approach presented in this framework. It is expected that the pricing framework will continue to be updated and refined over time to ensure it remains current.
The consultation paper includes a number of questions for you to consider. We encourage you to respond to these questions, or provide us with a submission that includes your own additional feedback and comments.
You can also respond to the questions in the consultation paper using the feedback form below. Your responses here will be treated in the same way as a submission and will support the pricing framework’s development.

How to provide your views
All interested individuals and organisations are encouraged to make a submission, or respond to the consultation questions using the feedback form below.
Submissions on the consultation paper close 5pm, Friday 24 August 2018.
You can make a submission by:

Privacy statement
As part of making a submission, we will ask you to provide personal and organisational details such as your name, email address and your location. This information will help us consider the submissions we receive and to provide you with updates on the consultation process. Information collected from the submission process will be used for consultation purposes only. You do have the option to exclude these details from your submission and remain anonymous.
To provide a transparent consultation process, we may publish all submissions received on the Engage Victoria website. Published submissions will include your name or the organisation you work for. We treat all submissions as public information unless the submitter has asked us to:
- treat some or all of a submission as confidential or commercially sensitive
- not disclose personal information, such as a name, address or contact details.
We may also collect personal information when you email us with a query. We will not use or disclose the information you provide for any purpose other than to progress and respond to your query.
You have the right to access personal information we hold about you. We may ask you to pay a small fee for this. You can also request that we correct your personal information in our records at no charge.
