The Victorian Government has commissioned an independent review into Victoria’s post-secondary education and training system.
The review is focused on developing a system that meets the needs of the economy, students and the broader community.
Every Victorian has a stake in the future of post-secondary education and training, and we want every Victorian to have the opportunity to have a say in designing that system.
This includes students, parents, employers, unions, teachers, training providers and community organisations. Everyone has a valuable perspective to offer in shaping a world-class system.
There are three easy ways for you to have your say:
- Complete an online survey
- Attend a community event
- Upload a submission.
The Review will deliver its final report and recommendations to the Minister for Training and Skills and the Minister for Higher Education by October 2020.
With your input, we can ensure that our advice to Government is focused on how to overcome current challenges and maximise opportunities for excellence in Victoria’s post-secondary education and training system.

Upload a submission
A world-class post-secondary education and training system must deliver for all Victorians, from individual students, to governments, the wider economy and society. This issues paper outlines critical issues in how well Victorian post-secondary education and training is currently delivering in five key areas:
- economy and society
- industry and unions
Organisations and individuals are invited to upload a submission responding to these key issues.

All questions contained in the survey are optional, and you may elect to leave any question unanswered. You may also choose to submit the survey anonymously.
Your personal, health and sensitive information in written submissions or survey answers will be handled in accordance with the Privacy Data and Protection Act 2014 (Vic), the Health Records Act 2001 (Vic) and the Public Records Act 1973 (Vic).
The information you provide in written submissions or survey answers will be given to the Reviewer and the supporting Project Team, comprised of Department staff and staff contracted by the Department, to inform the Review’s recommendations. Multiple choice, ranking and scale questions from the survey will be published as de-identified and aggregated data and de-identified free text responses may also be selected for inclusion. Alternatively, subject to your consent, written responses may be quoted and attributed to you in the final report.
The Department has contracted 89 Degrees East Communications Agency (the Agency) who will be provided with aggregated and de-identified information for the purposes of assisting the Reviewer to prepare the Final Report. The aggregated and de-identified content may also be used by the Agency in communications about the Final Report through print and on-line media channels.
The information will be stored in New South Wales and Victoria.
Information collected will be used for the purposes of the Review, or by the Department for further research purposes, or where otherwise permitted by law. You may choose to provide your email address by using the ‘Register for updates’ form. This information will not be associated with the survey submissions. By providing your email address, you authorise the Department to collect and use it for the purpose of updating you about the Review.
