Victorian Curriculum and Assessment Authority (VCAA) was asked by the Minister for Education, the Hon James Merlino MP, to consider whether there should be an explicit requirement for students to meet minimum standards of literacy and numeracy in order to be awarded the Victorian Certificate of Education (VCE) or the Victorian Certificate of Applied Learning (VCAL). The Minister asked the VCAA to consult widely and to provide a report by the end of August 2018.

In responding to this request, VCAA developed the below Consultation Paper, invited written submissions and undertook 15 consultation events in metropolitan and regional Victorian locations. The consultation period is now closed, and VCAA is undertaking analysis of data to present findings to the Minister for Education.
