The Victorian Government wants to understand the best options to facilitate more competitive and certain renewable electricity supply for Commercial and Industrial (C&I) customers as the electricity market transitions to renewable electricity.

We are undertaking this consultation process to gain industry and community insights on the barriers C&I electricity users and renewable energy developers face in securing Power Purchase Agreements (PPAs), and if and how a Market Facilitation Platform could address these barriers to:

  • Improve accessibility to PPAs by supporting more interaction between electricity users and existing and new renewable energy developers
  • Deliver more competitive electricity prices or more price certainty
  • Help C&I electricity users achieve their sustainability objectives
  • Stimulate a more stable pipeline of new renewable energy projects in Victoria to enable a sustainable renewable energy industry.

The consultation process provides an opportunity for C&I electricity users, renewable energy developers, key players in the facilitation of PPAs, community stakeholders, and other interested parties to share their perspectives on reducing barriers to accessing low-cost clean electricity and renewable electricity investment.

How to participate

Step 1: Read the Consultation Paper

Read about the changes to Victoria’s energy system, the barriers to C&I customers and renewable energy developers in getting PPAs, and some of the potential solutions.

This paper asks a number of questions about:

  • Business' experience and preference for PPAs
  • Barriers to entering PPAs
  • Whether a Market Facilitation Platform could address barriers, including whether a financial intermediary could de-risk PPAs
  • Role of the Victorian Government in addressing barriers
  • Whether there are other better suited mechanisms or ways to achieve the same result

Step 2: Have your say - complete the survey and/or make a submission

There are three ways to make a submission:

  1. Upload a submission responding to the questions in the consultation paper. Please note, you don’t need to answer all questions to make a submission.
  2. Complete a short survey which covers the key themes of the consultation paper. This is a good way to have your say if you don’t have time to write detailed responses to the questions.
  3. You can do both - upload a submission as well as complete the survey.

Information Briefing Sessions

The Department of Environment, Land, Water and Planning (DELWP) will hold three information briefing sessions during October to provide stakeholders with an overview of the consultation process, canvas the issues that the consultation paper addresses and respond to questions from participants.

Next steps

    Feedback received will be used to inform further work into whether a Market Facilitation Platform could help address the barriers to PPAs and how it could be done.

    We will publish a summary document outlining the findings for our engagement and what we intend to do next.
