Kaufland Australia Pty Ltd has requested the that Minister for Planning change the planning scheme provisions that apply to the land at 1126 Centre Road, Oakleigh South to facilitate the development of a supermarket-based store. The Minister for Planning has referred the proposal to the Kaufland Stores in Victoria Advisory Committee.

Kaufland Stores in Victoria Advisory Committee

The Kaufland Stores in Victoria Advisory Committee ('the Advisory Committee') has been appointed to consider the proposed planning scheme provision changes and public submissions made in response to it, in accordance with the Kaufland Stores in Victoria Terms of Reference. The Advisory Committee will provide independent advice to the Minister for Planning on the on all relevant planning matters associated with the location, development and use of the planning proposal.

Exhibition and submissions

You are invited to make a submission to the Advisory Committee on the proposed planning provision changes. Submissions may address any matter the submitter considers relevant, including whether the proposal is supported or objected to or if an alternative development, use or planning control is preferred.

Directions Hearing

A Directions Hearing will be held at 10.00am on Friday 8 February 2019 at Planning Panels Victoria. Planning Panels Victoria is located at Ground Floor, 1 Spring Street, Melbourne.

The purpose of the Directions Hearing is to:

  • consider any preliminary or procedural issues and give directions about the conduct of the Hearing including the exchange of any expert witness reports
  • make arrangements for the Hearing, including the Timetable and Hearing venue
  • answer any questions people may have about the Hearing.

You should attend the Directions Hearing if:

  • you are unfamiliar with the Planning Review Panel process and wish to participate in the Public Hearing process
  • you have any questions about the Planning Review Panel process or wish to raise any procedural issues.

Parties seeking to be heard are required to lodge a submission and complete a Request to be heard above.

Public Hearing

The Public Hearing will be held from the week commencing 25 February, 2019.

The purpose of the Public Hearing is to give people an opportunity to speak in support of their written submission.

Expert Evidence

If evidence is being called, the Advisory Committee will make directions about the submission of expert reports. These reports will need to be circulated at least five working days before commencement of the Hearing, or as directed by the Advisory Committee.
