Kaufland Australia Pty Ltd has requested the that Minister for Planning change the planning scheme provisions that apply to the land at 140-156 Colac Road, Highton to facilitate the development of a supermarket-based store. The Minister for Planning has referred the proposal to the Kaufland Stores in Victoria Advisory Committee.

The Kaufland Stores in Victoria Advisory Committee ('the Advisory Committee') has been appointed to consider the proposed planning scheme provision changes and public submissions made in response to it, in accordance with the Kaufland Stores in Victoria Terms of Reference. The Advisory Committee will provide independent advice to the Minister for Planning on the on all relevant planning matters associated with the location, development and use of the planning proposal.

Directions Hearing

A Directions Hearing will be held at 10.00am on Wednesday 20 November 2019 at Planning Panels Victoria. Planning Panels Victoria is located at Ground Floor, 1 Spring Street, Melbourne.

The purpose of the Directions Hearing is to:

  • consider any preliminary or procedural issues and give directions about the conduct of the Hearing including the exchange of any expert witness reports
  • make arrangements for the Hearing, including the Timetable and Hearing venue
  • answer any questions people may have about the Hearing.

You should attend the Directions Hearing if:

  • you are unfamiliar with the Advisory Committee process and wish to participate in the Public Hearing process
  • you have any questions about the Advisory Committee process or wish to raise any procedural issues.

Parties seeking to be heard are required to lodge a submission and complete a Request to be heard.

Public Hearing

The Public Hearing will be held from Wednesday 11 December, 2019. A Public Hearing Timetable will be published here following the Directions Hearing.

The purpose of the Public Hearing is to give people an opportunity to speak in support of their written submission.

Expert Evidence

The Advisory Committee has set the following dates for the circulation of evidence.

  • Kaufland Australia at 4.00pm on 28 November 2019
  • All parties at 4.00pm on 4 December 2019.
