Update 4 February 2020

Kaufland Australia has formally advised the Kaufland Stores in Victoria Advisory Committee that they will no longer be pursuing their interests in the Advisory Committee process. As such, the Committee will not make any findings or provide recommendations to the Minister for Planning on the Tranche 3 (Braybrook, Highton and Pakenham) sites.

The Tranche 4 and 5 sites referred by the Minister for Planning to the Committee will not proceed through the Advisory Committee process.


Kaufland is a German-based grocery chain, and is a subsidiary of the Schwarz Group, the world's fourth largest retailer. Kaufland Australia intends to enter the Victorian retail market and has requested that the Minister for Planning assist in facilitating its plan to deliver an initial tranche of proposed supermarket-based stores.

Kaufland Stores in Victoria Advisory Committee

An Advisory Committee has been appointed to provide advice to the Minister for Planning on all relevant planning matters associated with the location, development and use of six proposed Kaufland supermarket-based stores in metropolitan Melbourne. A further nine stores were referred to the Advisory Committee in September 2019. The project proponent is Kaufland Australia Pty Ltd.

Sites referred to the Advisory Committee

The Advisory Committee has considered six sites:

Tranche 1:

  • 1-5 Gladstone Road, Dandenong
  • 592-694 High Street, Epping
  • 266 Maroondah Highway, Chirnside Park

Tranche 2:

  • 1550 Pascoe Vale Road, Coolaroo
  • 1126 Centre Road, Oakleigh South
  • 1158 Nepean Highway, Mornington

The Minister for Planning has referred a further nine sites to the Advisory Committee in August 2019. The sites are:

Tranche 3:

  • 81-85 Ashley Street, Braybrook
  • 140-156 Colac Road, Highton
  • 795 Princes Highway, Pakenham

Submissions to the Tranche 3 sites are invited between 14 October 2019 and 5.00pm on 12 November 2019.

Tranche 4:

  • 1-9 Regency Drive, Narre Warren
  • 121-129 Edwards Road, Kennington
  • 932 Sydney Road, Coburg North
  • 69-83 Raglan Parade, Warnambool
  • 525-535 McDonalds Road, South Morang
  • 340 Evans Road, Lyndhurst

Dates for the notice period and public hearing for Tranche 4 will be provided on this page when they are available.

Make a submission

The Advisory Committee will seek submissions on each site once the planning proposal is provided to it. Interested parties will be able to view the planning proposal and make submissions below.
