Review of redevelopment proposals
The Golf Course Redevelopment Advisory Committee (Advisory Committee) was appointed in August 2019 under Part 2 of the process to advise whether proposals that are referred to the Advisory Committee from the Minister for Planning (or delegate) for the rezoning of golf course land within the Urban Growth Boundary of metropolitan Melbourne, to facilitate redevelopment for urban purposes satisfy the finalised Planning Guidelines for Golf Course Redevelopment (the Guidelines) and are consistent with state and local policy.

Redevelopment proposals may be in the form of changes to the planning scheme or a combined planning scheme amendment or planning permit.
No redevelopment proposals have been referred to this Advisory Committee yet.
Planning Guidelines for the Conversion of Golf Course Land to Other Purposes
The Minister for Planning released on 25 June 2020 the final approved version of the draft Planning Guidelines for Golf Course Redevelopment. These have been re-titled to “Planning Guidelines for the Conversion of Golf Course Land to Other Purposes”.
The Planning Guidelines for the Conversion of Golf Course Land to Other Purposes were given effect to in the Victorian Planning System through Ministerial Direction 21 - Golf Course Redevelopment that was published in the Victoria Government Gazette on 25 June 2020.

Part 2 Process
The process for Part 2 is outlined in the Committees Terms of Reference.
In summary, if a proposal is referred to the Advisory Committee from the Minister for Planning (or delegate) Part 2 includes:
- Stage 1 – Exhibition - DELWP will give notice of the proposal for at least 30 business days.
- Stage 2 – Public Hearing - The Committee will carry out a public hearing and provide all submitters with an opportunity to be heard.
- Stage 3 - Report - Committee to produce a written report to the Minister for Planning as soon as practicable but no later than 40 business days from completion of its hearings.
