Review of draft Planning Guidelines for Golf Course Redevelopment

The Golf Course Redevelopment Advisory Committee (Advisory Committee) was appointed in August 2019 under Part 1 of the process to review and provide the Minister for Planning advice on draft Planning Guidelines for Golf Course Redevelopment, which includes a decision­ making framework that would be used to assess proposals for the future redevelopment of surplus golf course land primarily within metropolitan Melbourne and advise how the guidelines can be given effect in the Victorian Planning System.

Advisory Committee Report, finalised guidelines and Ministerial response

The Minister for Planning released the Advisory Committees Part 1 Report and the final approved version of the draft Planning Guidelines for Golf Course Redevelopment (which have been re-titled to “Planning Guidelines for the Conversion of Golf Course Land to Other Purposes”) on 25 June 2020.

In response to the recommendations in the Advisory Committees Part 1 Report, the Minister has prepared a Ministerial response.

The draft Planning Guidelines for Golf Course Redevelopment (August 2019) prepared by the Department of Environment, Land, Water and Planning (DELWP) can be viewed here:


Stage 1 – Exhibition and submissions

Submissions to the Advisory Committee on the draft Planning Guidelines for Golf Course Redevelopment were collected between 2 September 2019 and 5.00pm on 30 September 2019.

The Advisory Committee received 63 submissions on the draft Planning Guidelines for Golf Course Redevelopment. A list of submitters can be found here.

Public Briefing

A public briefing was held on Thursday 12 September 2019 at Planning Panels Victoria.

The purpose of the briefing was for the Department of Environment, Land, Water and Planning to present an overview of the background and work undertaken on the planning for Golf Strategy and the preparation of draft Planning Guidelines for Golf Course Redevelopment.

Stage 2 - Workshops

The Advisory Committee considered the submissions received and conducted a number of focussed Workshops with different groups of submitters to explore issues arising from the submissions. The Workshops took the form of roundtable discussions and were open to the public . The Workshops were held at Planning Panels Victoria, Hearing Room 1, 1 Spring Street on:

  • Monday 21 October, 10.00am to 11.30am - Make up Golf Workshop (for those Submitters that could not attend their allotted time)
  • Monday 21 October, 1.00pm to 4.00pm - Community Groups and Individuals Workshop
  • Tuesday 22 October 2019, 9.30am to 12.30pm - Councils and Institutions Workshop
  • Tuesday 22 October 2019, 1.30pm to 4.30pm - Golf Clubs and Consultant Workshops

Stage 3 - Report

The Advisory Committee was required to submit its report to the Minister for Planning as soon as practicable but no later than 20 business days from the completion of workshop or forums. The Advisory Committee provided its report to the Minister for Planning on 22 November 2019.

The Minister for Planning’s consideration of the Advisory Committees Part 1 report is now complete.

The Minister for Planning released the Advisory Committees Part 1 Report and the final approved version of the draft Planning Guidelines for Golf Course Redevelopment (which have been re-titled to “Planning Guidelines for the Conversion of Golf Course Land to Other Purposes”) on 25 June 2020.

In response to the recommendations in the Advisory Committees Part 1 Report, the Minister has prepared a Ministerial response. The Ministerial Response outlines what recommendations the Minister supported, partially supported or did not support.

The Planning Guidelines for the Conversion of Golf Course Land to Other Purposes were given effect to in the Victorian Planning System through Ministerial Direction 21 - Golf Course Redevelopment that was published in the Victoria Government Gazette on 25 June 2020.
