Introduction

Draft Planning Scheme Amendment GC81 to the Melbourne and Port Phillip Planning Schemes has been prepared to implement the vision for Fishermans Bend through a suite of permanent controls and a new Fishermans Bend Framework Plan.


The Fishermans Bend Planning Review Panel

The Fishermans Bend Planning Review Panel has been appointed to consider the draft Planning Scheme Amendment GC81 affecting Melbourne and Port Phillip planning schemes and public submissions made in response to it in accordance with the Fishermans Bend Planning Review Panel Terms of Reference. The Fishermans Bend Planning Review Panel will provide independent advice to the Minister for Planning on the appropriateness of the draft Planning Scheme Amendment GC81 and Framework Plan.

Submissions to the Fishermans Bend Planning Review Panel closed on 15 December 2017.


Public Briefing

Public briefing sessions about the draft planning scheme amendment and Planning Review Panel process were held:

Directions Hearing

A Directions Hearing was on 20 December 2017 at Planning Panels Victoria. A second Directions Hearing was held on 2 February 2017 at Planning Panels Victoria.

Public Hearing

A Public Hearing will be held to provide the opportunity to parties that have lodged a submission to make a more detailed submission to the Review Panel.

The Public Hearing will be held at Planning Panels Victoria in two stages:

  • Stage 1: 1 March 2018 - 28 March 2018
  • Stage 2: 9 April 2018 - 24 May 2018

In conducting the Public Hearing, the Fishermans Bend Review Panel may limit the time of parties appearing before it using the following time frames as a guide. Parties should give reasons if they seek to exceed this guide:

  • Land owner - 2 to 3 hours
  • Agency or statutory authority - 1 hour
  • Community group - 1 hour
  • Individual - 30 minutes
