Pinegro Products Pty Ltd proposes to upgrade and expand its existing Morwell organic waste processing facility.

The facility is located at 300 Monash Highway Morwell, and is approximately 3.5 km south east of Morwell and 12 km south west of Traralgon.

The facility has been operating for over 25 years at its current location.

Works approval is now being sought to increase compost quantities and process different types of waste.

What this application proposes

The upgraded facility will accept up to:

  • 30,000 tonnes per year of pine bark and sawdust
  • 55,000 tonnes per year of combined food organic waste and green organic waste (FOGO)
  • 5,000 tonnes of biosolids
  • 5,000 tonnes of commercial food waste.

The organic wastes will be processed through an enclosed in-vessel composting system that uses an air management system to control the composting process and odours.

The resulting compost will be matured in open air windrows.

Pinegro will continue to process pine bark and sawdust to produce landscape products at a reduced scale.

Each year, the facility will produce up to:

  • 40,000 tonnes of landscape products (potting mix, soils, mulches)
  • 45,000 tonnes of finished compost per year.

The finished compost product will be certified to meet the Australian Standard (AS 4454) for composts.

Pinegro received an amendment to its planning permit from Latrobe City Council in March 2020.


Works approval granted

On 21 August 2020, the Environment Protection Authority Victoria (EPA) granted Pinegro Products Pty Ltd a works approval with conditions to expand and upgrade its organic waste processing facility at 300 Monash Way, Morwell, Victoria 3840.

The expansion will increase the amount of organic waste that can be processed from the current 75,000 tonnes to 95,000 tonnes per year. The upgrade will include an enclosed organic waste receivals and processing building and enclosed composting and odour treatment. The upgrade will reduce risks from pollution and waste.
