What does the application propose?

Goulburn Valley Creamery Pty Ltd (GVC) have applied for a development licence to upgrade wastewater treatment facilities and storage lagoons at 847 Graham Road, Kyabram, VIC 3620. This will allow increased overall operational capacity of the existing GVC milk processing facility.

Wastewater from GVC’s existing milk processing facility currently discharges to Goulburn Valley Water’s Kyabram Wastewater Management Facility (WMF) under a trade waste agreement. GVC seeks to discharge all milk wastewater to the Graham Road lagoons site for treatment, so that the trade waste discharge to the Kyabram WMF may cease.

The upgraded Graham Road wastewater treatment lagoons will treat an average of 430 kL/day. Treated effluent will be stored and then recycled for irrigation on third party farmlands. The proposal is stage one of a projected two stage upgrade to the Graham Road lagoons.

EPA formally accepted the application on 17 June 2021.

GVC were issued a planning permit from Campaspe Shire Council on 20 August 2021.

Development licence issued

On 13 October 2021, EPA issued a Development Licence to Goulburn Valley Creamery Pty Ltd (GVC) for the upgrade of wastewater treatment facilities and storage lagoons at 847 Graham Road, Kyabram, Victoria 3620. The upgrade will allow for increased operational capacity of the existing GVC milk processing facility located at 85 McCormick Road, Kyabram, Victoria 3620.

If you object to the issuing of the works approval or its conditions, you may have the decision reviewed at VCAT by applying in writing within 21 days of the date of issue to:
