Cleanaway Solid Waste Pty Ltd have submitted a works approval (Application Number 1004143) to EPA for a proposed composting facility located at 428 Magnum Avenue, Koorlong VIC. The proposed facility will receive up to 10,000 tonnes per year of combined Food Organics/Green Organics (FOGO) and up to 2,000 tonnes per year of green organic waste from Mildura and surrounding areas. The organic waste will be processed using a covered and aerated system to produce up to 8,000 tonnes of pasteurised compost per year.

What this application proposes

Cleanaway Solid Waste propose to develop a 10,000 tonne per annum food organics and garden organics (FOGO) and green organics composting facility to compost FOGO waste collected by Cleanaway on behalf of Mildura Rural City Council from Mildura and surrounding areas.

Composting will use a proprietary covered aerated system called GORE which is designed to blow air into the compost heaps so that all the material has continuous access to oxygen in an enclosed environment.

A combination of engineering, procedural and behavioural management controls have been proposed to ensure odour emissions and other environmental impacts are prevented.

Cleanaway currently holds an EPA licence to accept and treat liquid waste at the site and it is proposed that the two operations would operate in parallel under an amended EPA licence.

Works approval granted

On 23 December 2020, EPA granted a works approval to Cleanaway Solid Waste Pty Ltd to construct an organic wastes processing facility at 428 Magnum Avenue, Koorlong, Victoria 3501. EPA has determined that the proposed facilities and their management present an acceptable risk.

The approval includes routine conditions as well as specific conditions. The specific conditions require a commissioning plan to verify the facility performs according to the design intent.

The proposed facility will be in a rural area with a considerable buffer. It also uses best practice design to help prevent off-site impacts, including:

  • an enclosed area to receive, sort and shred waste
  • covered aerobic static pile composting technique using GORE cover technology.

Once the facility is built, Cleanaway Solid Waste Pty Ltd must amend their current licence to include organic wastes processing before beginning commercial operations.

EPA’s internal scientific experts reviewed the application. This included EPA's Environmental Public Health Unit. The following authorities also received the application for comment:
