Overview

In Victoria, action on climate change is underpinned by the Climate Change Act 2017 (the Act). The Act requires nominated Ministers for seven different systems, including the Health and Human Services system, to prepare climate change adaptation action plans.

The Act defines the Victorian Health and Human Services system as “the services and assets primarily engaged in protecting human health from disease resulting from or associated with communicable disease, food, water or the environment”; and “the services and assets which provide human physical and mental health care, social support and assistance.” It spans health and social housing infrastructure, public health programs and services, and targeted support for vulnerable individuals and communities. More Victorian residents work in healthcare and social services than any other industry.

The Health and Human Services system includes disease prevention, physical health care, mental health care, health and human services infrastructure, and social support and assistance. It is one of seven systems creating Climate Change Adaptation Action Plans.


The Health and Human Services system is already impacted by climate change through more frequent and more intense extreme weather events. Decisive action to adapt now will reduce current and future risks, build social and economic resilience, and ensure Victoria is best placed to take advantage of emerging opportunities.

The Health and Human Services Climate Change Adaptation Action Plan 2022-2026 for consultation, proposes 14 strategic actions that Victoria’s Health and Human Services system can take during the next 5 years to address current climate change impacts, reduce barriers to adaptation planning and action, and lay the foundations for transformational adaptation.

Our Health and Human Services Climate Change Adaptation Action Plan 2022-2026 for consultation, outlines the Health and Human Services system’s scope, governance, risks and opportunities; it also proposes short-, medium- and long-term objectives to address climate change impacts. Building on the Pilot Health and Human Services Climate Change Adaptation Action Plan 2019-2021, released in 2019, it proposes further comprehensive planning, investment and actions. Together, these will ensure Victoria's Health and Human Services system is prepared to address the challenges posed by climate change and continue providing important services for the Victorian community, including vulnerable and disadvantaged groups.
