COESR Pty Ltd is proposing an elite athlete training, accommodation, retail and tourism facility on a 240-hectare site at 1300-1320 Cape Otway Road, 155 Batsons Road, 10 and 50 Connies Lane, Modewarre, Modewarre.
The Surf Coast Shire Council has reviewed the proponent's draft planning scheme amendment documentation, technical reports and revised concept masterplan and precinct plans for the proposal. Council has subsequently requested that the Minister for Planning become the planning authority for the amendment as it considered it to be of regional, state and broader significance. COESR Pty Ltd has also requested the Minister for Planning to undertake the planning authority role. The Minister for Planning has decided to refer the proposal to an independent advisory committee.
Cape Otway Road Australia Development Advisory Committee
The Advisory Committee was appointed in February 2019 to advise the Minister for Planning on all relevant planning matters associated with the proposed Cape Otway Road Australia development proposal.

Advisory Committee Process
The Committee has undertaken an initial assessment of the material that has been prepared by the proponent. The Committee has produced a report to the Minister for Planning which recommends that the proposal be progressed to public exhibition and hearing subject to 16 recommendations. View the report.
The Minister for Planning directed the Proponent to submit updated planning scheme amendment documents and supporting reports in accordance with the Advisory Committee's 16 recommendations. The documents are available to view below.
The proposal will now be publicly exhibited for an extended period between Monday, 21 October 2019 and 5.00pm on Thursday 28 November, 2019. You can make a submission below on this page during this period.

You are invited to make a submission to the Advisory Committee on the proposal. Submissions may address any matter the submitter considers relevant to the proposal.
Submissions are now invited between Monday 21 October, 2019 and 5.00pm on Thursday, 28 November 2019 and should be lodged using the submission form below on this page. This Privacy Collection Statement relates to all submissions collected in relation to the Cape Otway Road Development Advisory Committee. Planning Panels Victoria (PPV) is providing administrative services to the Advisory Committee.
Use of your submission
Your submission has been collected by the Advisory Committee for the purpose of helping to develop its advice to the Minister for Planning in accordance with the Terms of Reference.
Natural justice to participants and transparency are important parts of the Advisory Committee process. In meeting its legislative requirements and complying with the Terms of Reference, the Advisory Committee may do the following with your submission:
• Provide a copy of your submission to the Proponent, Department of Environment, Land, Water and Planning, Local Councils, Government Agencies and other parties (submitters) to the Hearing
• Provide a copy of your personal contact details to the Department of Environment, Land, Water and Planning if needed for notification of Ministerial decisions.
• Display a copy of your submission in the Planning Panels Victoria Office
• Display a copy of your submission at the relevant Local Council Office, or Government Office as appropriate
• If a Public Hearing is to be held, display a copy of your submission in the Hearing room.
Publication of your personal information on the Internet
An Advisory Committee Report will be published on the internet and may include:
• The name of the submitter
• Direct quotes from some of the submission
• The submitter’s name and address as required.
Please note that even when your personal information is removed from the internet, it may remain on external servers indefinitely.
After the Advisory Committee has reported
After the Advisory Committee has reported to the Minister for Planning your submission will be removed from all public display within a period of up to six to eight weeks.
Your original submission and any additional material provided will be held at Planning Panels Victoria for two years and then sent to the Public Records Office of Victoria. All additional copies of the submission and other material held by Planning Panels Victoria will be securely destroyed.

Directions Hearing and Public Hearing
A Directions Hearing will be held at Planning Panels Victoria, 1 Spring Street, Melbourne on Friday, 13 December 2019 at 9:30am.
You should attend the Directions Hearing if you:
- are new to the Panel process or wish to participate in the Hearing
- have questions about the Panel process or wish to raise procedural issues.
The Public Hearing will be held in the week commencing 3 February 2020. The week of 10 February 2020 will be set aside as a reserve and used if required. The purpose of the Public Hearing is to give people an opportunity to
speak in support of their written submission. The Public Hearing is open
for anyone to attend.
A timetable for the Public Hearing will be published after the Directions Hearing.
The Advisory Committee is required to submit its final report no later than 40 business days from the final day of public hearings.
