COESR Pty Ltd is proposing an elite athlete training, accommodation, retail and tourism facility on a 240-hectare site at 1300-1320 Cape Otway Road, Modewarre.

The Surf Coast Shire Council has reviewed the proponent's draft planning scheme amendment documentation, technical reports and revised concept masterplan and precinct plans for the proposal. Council has subsequently requested that the Minister for Planning become the planning authority for the amendment as it considered it to be of regional, state and broader significance. COESR Pty Ltd has also requested the Minister for Planning to undertake the planning authority role. The Minister for Planning has decided to refer the proposal to an independent advisory committee.
